  I know what you mean nearly had a heart attack when I opened mine it was treble what I normally pay

  As I understand it these caps relate to what the mobile operators charge each other, not what they charge their customers. They're still free to charge us what they like.
  
  Having said that, I know Vodafone and O2 over here are being pretty fair, except when it comes to data roaming...
